Essential Job Duties/Scope of Work:

BACKGROUND

International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development projects.  Established in in 1984 by volunteer doctors and nurses to address the critical need for medical care in war-torn Afghanistan during the Soviet occupation, International Medical Corps is working in more than 35 countries, focused on addressing humanitarian needs of the most vulnerable while also supporting training and capacity-building.

International Medical Corps is recruiting an Emergency Management Specialist, to be based in Jerusalem/Gaza, for an anticipated US Agency for International Development project. Gaza 2020: Health Matters is a five-year intervention designed to improve the resilience of the health sector in Gaza by increasing access to and quality of emergency and essential health services provided by NGOs, CBOs, and private providers.

JOB SUMMARY

The Emergency Management Specialist will provide technical leadership and vision for activities under Intermediate Result 1: Increased capacity in emergency preparedness and rapid response for health-related humanitarian goods and services.

ESSENTIAL RESPONSIBILITIES
-Develop and maintain mapping of health facilities and organizations capable of responding to emergencies.
-Work with stakeholders to develop a risk assessment for the region to support response planning and identify capacity-building needs.
-Work with stakeholders to develop and test emergency response plans at community, district, and facility level.
-Develop and coordinate training for stakeholders on needed response capabilities: e.g. mass casualty management, triage, identification of indicators/triggers for a response, standards and guidelines applicable to crisis situations, and referral systems.
-Represent the project at health sector working, technical, or ad hoc committees related to emergency preparedness and response.
-Develop pre-positioning or rapid procurement strategy to ensure the ability to respond quickly in the event of a crisis.
-Ensure regular reporting on all activities under IR 1.

Crisis Fund

In the event of a crisis
-Work with the COP and USAID to activate the Crisis Fund.
-Develop an action plan and budget for relevant activities.
-Engage stakeholders in the response – leveraging existing plans and capabilities.
-Oversee performance with respect to the action plan – ensuring activities and services are implemented appropriately and according to established standards (e.g. Sphere).

Qualifications:

SKILLS & REQUIREMENTS:
-An advanced degree in emergency management of health services, crisis response, or a related field.
-At least 7 years of experience working as a technical expert in crisis response, emergency preparedness, or related field is required.
-Demonstrated familiarity with the health and emergency response systems in Gaza, especially with the NGOs, CBOs, and Hospitals that provide emergency assistance.
-Prior work experience in Gaza and the Middle East region highly desirable.
-Strong verbal and written English communication skills required. Arabic preferred.

Based in Jerusalem/Gaza, with frequent travel to project sites, security permitting.
