GENERAL INFORMATION

Functional Title: Classified Grade: Duty Station:
Health Systems Officer NOA (SSA contract) Gaza

ORGANIZATIONAL SETTING
The Health Systems Officer works under the direct supervision of the WHO head of Gaza sub-office and under the technical supervision of the Project Manager of the Palestinian National Institute of Public Health project. The incumbent will be responsible for the specified assigned duties described below in collaboration with the rest of the Palestinian National Institute of Public Health project team in the West Bank and Gaza.
The incumbent coordinates activities in the designated areas but does not have direct supervisory or managerial responsibilities.

MAJOR DUTIES AND RESPONSIBILITIES
FUNCTION 1 (INCL. EXPECTED RESULTS)

Coordinates data collection and data management activities, achieving results such as:
-Implementation of ad-hoc assessments and studies on Health Information Service (HIS) and databases, identifying critical points for improvement (mainly on data quality, data analysis, and data sharing among health providers).
-Joint adaptation of standard multi-sectorial rapid assessment tools.
-Development of reliable data management processes including standardization of data format,
sustainable structure of data collection, validation, analysis and eventually results dissemination.
-Timely dissemination of WHO updated information (e.g. reports, and website) on a regular and prompt basis.
-Regular collection, compilation and interpretation of data.

FUNCTION 2 (INCL. EXPECTED RESULTS)
Implements programme activities in coordination and collaboration with the MoH, achieving results such as:
-Collaboration with the MoH, relief authorities as well as other involved health partners, in order to share necessary humanitarian health related data for information, analysis and strengthen relationships among all health partners.
-Participation in meetings, seminars, workshops, study tour and observatory activities inside and outside of the country.
-Maintenance of mutually supportive relationships with MoH and other stakeholders/partners.
-Response to queries and provisions of solutions to problems, including conducting proper research studies when required.

FUNCTION 3 (INCL. EXPECTED RESULTS)
Actively participate in developing progress report with analysis, achieving results such as:
-Development of regular progress reports on activities, workshops, courses, and contribution to the annual review to Health System Strengthening entities.
-Compilation and development of periodic report on grant implementation.
-Generating updated statistical and analytical reports, based on existing database.
-Production of health situation reports in collaboration with the various technical units.

WORK RELATIONS AND PARTNERSHIPS
The Health Systems Officer liaises with various partners both inside and outside WHO mainly to receive and provide data and to alert them of any change in the health situation. Furthermore, the incumbent makes recommendations on the adaptation of assessment tools and fosters the standardisation of data management activities.

IMPACT OF FUNCTIONS
The functions have a direct impact on the proper and comprehensive data collection and management which contributes in turn to the identification of gaps in the health system response, to the assessment of needs for capacity strengthening and to benefit from lessons learnt.

QUALIFICATIONS
EDUCATIONAL BACKGROUND
First level university degree in a health related field is required. A Master degree in Public Health is an asset.

PROFESSIONAL EXPERIENCE AND KNOWLEDGE
At least 1 year of experience required in health related field.
Good knowledge of health system strategies and policies relevant to the objective of extending health coverage with quality affordable health services.
Knowledge in producing policy relevant information products. Awareness of WHO procedures and policies is highly desirable.

LANGUAGE SKILLS
Fluent in English and the local language
