Position Title:Project Officer

Location:Gaza
Reports To:Program Manager, Deputy Head of Office

JOB SUMMARY:
The Project Officer will manage a 14 month community based program throughout north, central and southern Gaza. “Bedayia”, funded by the Catholic Agency for Overseas Development (CAFOD), will empower Gazan communities to effectively mitigate the risks of their priority hazards through community-led implementation of realistic development projects and household level action plans, and the formation and effective management of savings and internal lending community (SILC) groups that provide essential household level economic safety nets.

The Project Officer will work closely with the local implementing partner to support the implementation of Bedayia. The Project Officer will be responsible for ensuring high quality implementation of project activities; effective monitoring and evaluation of project outputs and outcomes; supporting periodic reflections to address challenges, recognize successes and acknowledge lessons learned in an effort to continuously improve program efficiency, cost effectiveness, service delivery and/or impact; budget monitoring and management; quarterly and final reporting; and providing ongoing technical as well as administrative and financial support to the implementing partner.

PPSITION REQUIREMNETS AND QUALIFICATIONS:

QUALIFICATIONS:
Technical/Professional
1-University degree in a development, social sciences or other related field; significant work experience in a directly related field will be considered in lieu of graduate degree.
2.-Minimum of five years of work experience managing community based development projects and/or community savings and lending projects.
3-Demonstrated experience in community mobilization, organization, management and mediation among local actors; experience working with local implementing partners is preferable.
4-Excellent writing and oral communication skills in English and Arabic.
5-Strong cross-cultural skills and experience working with people from different ethnic and cultural backgrounds.
6-Demonstrated capacities to establish and maintain strong, collaborative working relationships with donors, local organizations, communities and other stakeholders.
7-Proven ability to multi-task, prioritize and meet deadlines.
8-Proven ability to develop proposals and write reports meeting donor
9-Must be able to work independently and represent CRS.
10-Proficiency in computer applications (MS Word, Excel).
