Emergency Response Manager

Terre des hommes Foundation (Tdh) is the largest non-governmental organisation (NGO) for children’s aid in Switzerland. Tdh has development projects and emergency relief programmes in more than 30 countries around the world including Palestine since 1973.



Job Title:Emergency Response Manager 

Work Base:Gaza Strip
Reporting to:Head of Office, Gaza 
Duration:6 months, 100%
Starting date:As soon as possible
 
Main Tasks and Responsibilities
-Lead on the implementation of all emergency project activities 
-Lead on the implementation of timely livelihoods assessment to identify the most vulnerable households, design the appropriate livelihood interventions, and identify the required resources. 
-Supervise Emergency Response team; Develop a work-plan for the project activities and coordinate its implementation with the team 
-Develop and maintain liaisons with relevant ministries and entities in order to facilitate work development progress
-Coordinate all the project activities, including the livelihood activities with relevant ministries, other NGOs, and actors in the areas, seeking possible synergies and to avoid duplication. 
-Ensure monitoring of the project activities (field visit, regular project monitoring reports, monthly reports, etc.)
-As required, prepare project documents and other material to develop or promote coordination activities.
-Participate in resource mobilisation/fundraising efforts by designing concept notes or project proposals
-Collaborate effectively with Tdh staff, partners, and stakeholders
-Ensure gender and protection mainstreaming in all Tdh activities.
-Analyze and report the humanitarian needs in Gaza and Gaza North Governorates and provide clear and feasible recommendations for intervention
-Develop appropriate targeting criteria and mechanisms to ensure the needs of identified vulnerable groups in the targeted areas are met
-Identify the most appropriate and secure delivery mechanisms to implement in-kind support, in particular the distribution of food parcels, hygiene kits, and clothes kits. 
-Carry out any other tasks as requested by the Line Manager
Professional and Personal Competencies
The Emergency Response Manager is expected to have the following competencies to fulfill his or her responsibilities and to achieve the desired results:
-Strong managerial, coordination, and communication skills, both written and verbal 
-Ability to work independently with minimum level of supervision Integrity and honesty in management of financial resources
-Demonstrated experience in working in partnership with local partners, experience in capacity building, training development and facilitation in areas of project implementation 
-Ability to be flexible, cooperative and to work autonomously
-Ability to inspire the emergency response team and lead others
-Proactive and able to take initiative
-Committed and self-motivated 
-Able to manage stress and complexity
-Promote safety and security
-Commitment to the humanitarian imperative
-Strong attention to details 
-Strong understanding of gender and child rights issues
Child Safeguarding Policy
 -Commit to respect the Tdh Child Safeguarding Policy and principles of child protection.
-Commit to ensure the best implementation possible of the Child Safeguarding Policy in Palestine.
-Commit to inform supervisors and to deal with any cases, allegations, or possibility of transgression, even potential, of the Child Safeguarding Policy.

Qualifications and Experience
-University degree in international development, social work, public law, human rights, public health or related field
-Master degree is an asset
-At least 5 years of experience in the humanitarian sector, ideally with an INGO
-Experience in the field of emergency management and child protection
-Excellent writing and communication skills in both English and Arabic
-Strong analytical and organizational skills
-Ability to manage financial resources with utmost integrity
-Fluency in English and Arabic is a must
-Valid driving license
