Ministry of Local Government

The Local Government Reform and Development Program (LGRDP II) is a development program funded by the Government of Belgium aims to support the Ministry of Local Government (MOLG) and the local government reform and development policies. This project supports the on-going polices of the Palestinian National Authority (PNA) to reform the local government system in the West Bank and Gaza which is a core part of the wider overall public sector reform program being undertaken by the MOLG.

The overall development objective is to improve local governance and accountability and, thereby, foster the efficient and sustainable economic, social and physical development of the urban and rural areas. Component one of the program focuses in supporting the capacity building of the Ministry including the selected Ministry's departments and branches. LGRDP II in coordination with MoLG is seeking to recruit highly qualified persons to fill in the following vacancy: 
 

Monitoring and evaluation officer

Supported by the Local Government Reform and Development Program (LGRDP II) funded by the Government of the Kingdom of Belgium, the Ministry of Local Government is willing to recruit a monitoring and evaluation officer to work in the Joint Service Councils Department (DJSCs) and Monitoring and Guidance Department to follow up tasks related to the improvement of Joint Service Councils (JSCs) capacities. 

-Monitoring: To check compliance to regulation, budgeting and admin issue. 
-Evaluation: To evaluate the Technical, financial and administrative process 
-Audit: To carry out Technical audit when requested 
-Update the database for JSCs 
-Develop a manual for Monitoring and Guidance Issue on JSCs 
-The M&E of LGRDP Activates in the cluster 
-Contribute to the development of weekly, quarterly, and annual reports; 
-Any other tasks

 Qualifications: 

- University Degree preferably in Business Administration, public Administration, urban planning engineer or related field. 
-Experience in designing tools and strategies for data collection, analysis and production of reports; 
- Proven ICT skills, especially in the development of MIS software using database software 
- Expertise in analyzing data using statistical software 
- 5 years of professional experience in M&E
- Excellent reporting and formal writing skills in both English and Arabic. 
- Good communication skills. 
- Fluent in English Language 

Contract duration: One year renewable. 
Duty station will be at MoLG head office - Al-Bireh
