Job Title: WB Monitoring & Evaluation Assistant

Funding ensured until: 31/12/2016

PREMIERE URGENCE INTERNATIONALE (PUI) is an international, apolitical, non-religious and non-profit French organization intervening in 20 countries worldwide to provide a global response on the fundamental needs to victims of humanitarian crisis from the emergency to the restoration of their autonomy and dignity. Première Urgence and Aide Médicale Internationale merged in 2011 to offer a better range of lifesaving care and life-changing assistance to communities affected by humanitarian crisis.

General position Summary

The West Bank Monitoring and Evaluation (WB M&E) Assistant will be based at Ramallah office (some days in the PUI Nablus office, according to the needs) and will be required to travel frequently to our main areas of intervention which currently include the districts of Qalqilya, Nablus and Salfit. The WB M&E Assistant will report to the Deputy Head of Mission, in close collaboration with the WB M& E Officer.

Scope of the work: This position will act as a resource for the Quality Department composed by the Deputy Head of Mission, the West Bank M&E Officer, the IT/GIS Senior Officer, the IT/GIS Intern, the Gaza Strip M&E Officer and his Assistant.

This position will assist with building M&E systems focused on data collection, data aggregation, data analysis and reporting (internal and external).

In the WB, PUI has currently two main sectors of intervention:

Protection-based livelihood
Gender: Women Economic Empowerment

The WB M&E Assistant will actively participate to the M&E process of all the Grants and assessment related to projects implemented in the West Bank.

Tasks and Responsibilities

Under the supervision of the Deputy Head of Mission, in close collaboration with WB M& E Officer, the Monitoring and Evaluation Assistant will assist in planning, collecting, analyzing data and reporting the different steps of the projects cycle.

Additionally, the M&E Assistant contributes to the capitalization of the quality procedures and tools and shall fulfill weekly and monthly administrative tasks related to its position.

 
Assessment and Evaluation Process

-Assist the M&E officer in conducting surveys and analyzing data tracking the projects’ impact among beneficiaries and local communities.

Monitoring Process

-Assist the M&E Officer in implementing PUI Monitoring and Evaluation plan according to each program implemented in close collaboration with other Departments.
-Assist the M&E Officer in developing systematic and realistic monitoring as well as developing performance Indicators, references sheets that include the detailed methodology of data collection, data analysis, persons in charge; timeframe etc.
-Assist the M&E Officer in monitoring projects activities :
-Coordinating the monitoring of the project with the local partner;
-Follow-up of SMART indicators and associated sources of verification to measure the evolution of the implemented projects;
-Leading regular monitoring visits in coordination with the operations teams, the Local partner and the Communication officer and issuing field visits reports including specific recommendations.
-Collecting the Sources of Verification from the relevant departments on regular.

Selection Process

Assist the M&E officer in :

-supervise the selection process including training of the surveyors, filling applications at local CBOs and home visits to the potential BNFs
-Ensuring the cross-check of the collected data (i.e. MosA; UNWRA; VSC etc.).
-Ensuring the implementation and follow-up of the complaints mechanism
-Carry out field visits to monitor the accuracy of the data collection by the surveyors
-Writing special cases, selection reports

Contributing to Capitalization

-Supporting the operational department in the archiving of programmatic keys documents
-Prepare the quality and operation departments’ binders
-Uploading all the keys documents on the server

 
Reporting Process 

Supervised by the M&E Officer he/she will contribute to the writing – in English & Arabic - of proposals, intermediate and final reports to donors; write impact survey reports (External) to be send to donor based on data analyzed, the sources of verifications, the surveys and the literature review.

Required Qualifications & Experience

- Advanced university qualification (in Development Studies, Statistics or other related field)
- Minimum two years’ experience in a Palestinian or international NGO
- Fluency in written and spoken English and Arabic
- Excellent computer competency particularly in Excel and Word
- Valid driver’s license and clean driving record
- Proven experience in M&E (including designing and writing baseline and impact surveys, needs assessments, reports and evaluation) is an asset

- Excellent team player while also able to work independently with little guidance
- Highly committed to project goals and objectives
- Flexibility in location of work and scheduling is necessary (for field visits)
- Ability to work under pressure and under strict deadlines
- Ability to transfer skills and knowledge to persons with different levels of understanding and experiences
- Strong understanding of the regional and cultural context
