Job Title: Protection Team Leader

Country & Base of posting: Occupied Palestinian territory / Nablus

Reports to: Protection Project Manager

Funding ensured until: 31/12/2016

PREMIERE URGENCE INTERNATIONALE (PUI) is an international, apolitical, non-religious and non-profit French organization intervening in 20 countries worldwide to provide a global response on the fundamental needs to victims of humanitarian crisis from the emergency to the restoration of their autonomy and dignity. Première Urgence and Aide Médicale Internationale merged in 2011 to offer a better range of lifesaving care and life-changing assistance to communities affected by humanitarian crisis.

Overall objective

The Protection Team leader’s Role is to coordinate the implementation of an Alerting / Reporting, Referring & Response mechanism for any settler related incidents occurred in the North of West Bank.

Tasks and Responsibilities

-Creating Community Eyes Watch and Implementing a Capacity building plan for their members in the North of WB:
-Being involved in the selection of the communities for the creation of new CEW.

-Supervising the selection of the CEW members in close collaboration with the Protection officers.
-Supervising the implementation of the trainings dedicated to the CEW members to be implemented by the Protection officers and such as NRC, PRCS etc.
-Supervising the organization of monthly coordination meetings with the CEWs.
-Monitoring on regular basis.
-Coordinating the Alert, Documenting & Reporting mechanism for any settler related incidents in the North WB:
-Supervising the establishment an efficient alert networking with the local communities under protection threats in order to be timely warned about every protection incidents mainly relying on the presence of CEW and other stakeholders (PDCO; Focal points; Media etc.) in the North. 
-Supervising and coordinating with the Protection officers the production of good quality Incident report to be sent to OHCHR / OCHA and other keys stakeholders in 72 hours following the reception of the alert – as defined in the SoP. 
-In support to the Protection Manager for referring to OHCHR and any other relevant actors the humanitarian needs identified in the Incident report. 
-Supervising the efficient data collection of the reported alert & incident reports.

-Coordinating Livelihoods Technical assessment & the design of Emergency responses in the NWB:

-Coordinating the conduct of the Technical assessment between the Protection & Technical Units. ·         
Preparing the selection committees in the North 
- composed of PUI Protection & Technical Unit / QLTY dpt, HoM & Consortium Partners 
- to validate the emergency responses proposed in the Technical assessments.

-Taking part to clusters meetings  and preparation of Donors /Journalists field visits:
-Being involved in the Protection Cluster meeting and the SVCG in coordination with the Protection Manager.·         In support to the Protection Manager for the preparation of journalists & donors field visits.

Duty Station

This position is based in PUI Field Office in Nablus with (nearly) daily travel throughout the West Bank.

Required Profile

Required knowledge and skills

-Bachelor degree preferably in the field of Law, Social or Political Science, International relations, Project Management or related field.
-Minimum of 2 years of relevant working experience in related fields with a focus in the area of protection/promotion of Human rights and/or international humanitarian law.
-Previous work experience with international NGOs will be preferred.
-Valid and clean driving license.

Required Personal Characteristics (fitting into the team, suitability for the job and assignment)

-Very good knowledge of North West Bank villages and ability of movement in the field.
-Experience in the collection, analysis and interpretation of protection related information, including data base management tools.
-Ability to influence and liaise effectively with key stakeholders, local Palestinian authorities, and Israeli administration/ISF when necessary.
-Ability to work independently and as a collaborative team member in complex and often difficult operating environments.
-Ability to independently organize work and prioritize tasks.
-Fluency in written and spoken Arabic and English.
-Professionalism, presentation, communication and networking skills.
-Ability to work under pressure.
-Ability to work with various partners, in a spirit of openness, and with adaptable communications strategies.
-Ability to write reports and follow-up execution of projects’ activities.
-Self-motivated, diplomat, honest, highly responsible, and punctual.
-Computer skills, in particular MS Word, MS Excel, MS Outlook, MS Project and the Internet.
