Position Title: APO shelter. 
Location: Gaza Field Office 
Reports to: Project Officer - Shelter 

BACKGROUND: 
Catholic Relief Services is an international humanitarian agency of the Catholic community in the United States and has been present in the Jerusalem, West Bank, and Gaza since 1961. The CRS JWBG country program currently supports development/relief programs and activities in the sectors of civil society, humanitarian assistance, youth development, education, and peace & justice. JOB SUMMARY: 
CRS JWBG is seeking an experienced Assistant Project Officer (APO) to assist in the implementation of our Transitional Shelter construction and rehabilitation of damaged structures in Gaza. The APO will support the project officer (PO) in the implementation of project activities in a variety of areas in Gaza, including planning and follow up with the local partner, monitoring of the construction process, ensuring high work quality in the field, participation in beneficiary selection process, maintenance of proper project documentation and accurate reporting, monitoring and evaluation. 

PRIMARY RESPONSIBILITIES: 
Program Implementation: 
-Coordination: Ensure the efficient delegation of responsibilities among team members and the quality and timely completion of project activities per the implementation and monitoring and evaluation plan. 

-Planning: Assist in formulation of project work plan to support project set-up with the Gaza local partner(s) including initial assessments for shelter sites, selection of beneficiaries, regular monitoring, and following of detailed operational guidance provided for implementation of the project. 

-Mobilization: Assist PO to mobilize community members in awareness sessions about the project, fire safety, and UXO and asbestos awareness. 

-Monitoring: Conduct field monitoring visits of project activities and liaise closely with PO to ensure quality implementation. 

Monitoring and Evaluation: 
1. Policies: Support project to adhere to, and self-assess against, CRS’s MEAL Policy & Procedures as a minimum standard. 
-Reporting: Work closely with CRS Gaza MEAL APO and local partners to ensure monitoring documents, data, and narrative reports are completed and reported in a timely way. 

-Partnership: Work with Gaza local partners to ensure they understand how to use monitoring tools correctly. 

-Data Quality: Verify reported data provided by local partners and project team, to ensure accuracy. Assist with data collection and data analysis as needed. 

-Support: Support Shelter Project Coordinator, MEAL APO and local partners in data collection. 

Administration and Compliance: 
-Policies: Maintain the project’s compliance with CRS policies and procedures, 
including those of administration, procurement and finance. 

-Compliance: Ensure the project’s compliance with donor specific regulations. 

-Administration: Manage administration and filing systems for the project in Gaza, 
including contracts for shelter beneficiaries and full applications for each of them, meeting minutes, copying, etc. 

Communication 
-Information Sharing: Provide adequate communication with all project staff to enhance their understanding of CRS guiding principles, CRS operating procedures and CRS JWBG strategy. 

-Reporting: Share project related information proactively and as requested with CRS Head of Programs and colleagues. 


KEY WORKING RELATIONSHIPS: 
Supervisory: None 

Internal: 
Project Officer, Project Coordinator, Deputy Head of Office, Gaza Field Manager, Head of Programming, MEAL Assistant Project Officer, and other CRS Gaza staff.

External:
Local partner organizations, partner coordinators, local and international organizations in Gaza, community leaders, women producers, local manufacturers and businesses, and other local actors. 

QUALIFICATIONS: 
Education: 
University degree, B.A in Civil or Architect Engineering. 

Technical/Professional 
-Minimum of three years’ work experience in humanitarian, emergency programs, recovery, development and rehabilitation works in Gaza Strip; 

-Experience in community mobilization, organization and mediation among local actors using participatory methods; 

-Excellent writing and communication skills in both English and Arabic; 

-Strong cross-cultural skills and experience working with people from different ethnic and cultural backgrounds; 

-Demonstrated capacities to establish and maintain strong, collaborative working relationships with donors, local organizations, communities and other stakeholders; 

-Proficiency in computer applications (MS Word, Excel and AutoCAD); 

-Basic knowledge of USG-funded programs.

Physical Requirements/Environment 
-Able to be based in Gaza office; 

-Able to work in a normal office environment with daily travel to the field and 
visiting partners.
