Justice for Children Specialist
 

Terre des hommes Foundation (Tdh) is the largest non-governmental organisation (NGO) for children’s aid in Switzerland. Tdh has development projects and emergency relief programmes in more than 30 countries around the world including Palestine since 1973.

Job Title:Justice for Children Specialist
Work Base:Gaza Strip
Project title:Justice for Children in Palestine
Reporting to:Head of Office, Gaza
Duration:1 year, 100%. Three month probation period.
Starting date:As soon as possible
 

Main tasks and responsibilities

The incumbent is tasked with implementing all aspects of the Justice for Children project in Gaza, with the overall objective being that children's rights are respected by the Palestinian justice systems through a restorative approach that promotes access to justice for children. Tasks and responsibilities include:
     
-Quantitative and qualitative data on informal justice systems (IJS) proceedings is systematically collected and analysed (this refers to the first expected result: “existing juvenile justice system mechanisms and procedures are better understood and mapped”)
-Pilot case conferencing methodology in Gaza (“Result 2.1 The role and capacity of Probation officers (P.O.) is strengthened and case conference model is piloted”)
-Work towards institutionalizing the Juvenile Justice committee under MoSA.
-Organize one-to-one meetings with relevant stakeholders to follow up the recommendations from the training sessions held in 2014 and continue mobilization of a thematic group from the JJ committee focusing on IJS coordination.
-Monitor programme implementation by local partner(s) and respect of the project objectives
-Perform coaching sessions to increase the partner’s capacity to carry out their role at all stages of the justice procedure
-Supervise the organization of Probation Officers’ (POs) activities and resolve potential difficulties faced by the POs
-Plan and organize meetings with the Juvenile Justice Committee 
-Plan and organize meetings with local administration, partners and other relevant stakeholders to support juvenile rights
-Organize and facilitate roundtables and multi-stakeholders workshops with formal and informal justice actors, with the view to increase knowledge and skills of IJS actors in restorative juvenile justice (Result 3.3)
-Ensure formal and informal contacts with MoSA, the police, the prosecution and other relevant actors in the Gaza strip.
-Organise and follow-up on child participation sessions (“Result 4.1: 25 children are empowered to express their views and share them with decision makers”)
-Carry out any other tasks as requested by the line manager or Country Representative
 
Child Safeguarding Policy
-Commit to respect the Tdh Child Safeguarding Policy and principles of child protection.
-Commit to ensure the best implementation possible of the Child Safeguarding Policy in Palestine.
-Commit to inform supervisors and to deal with any cases, allegations, or possibility of transgression, even potential, of the Child Safeguarding Policy.
 
Qualifications/experiences 
-Experience in the field of justice for children (e.g. juvenile justice, child protection)
-University degree in social work, public law, or related field
-Proven experience in qualitative and quantitative data collection and analysis
-Excellent skills in writing research findings
-Fluency in English and Arabic a must;
-Excellent writing and reporting skills
-Driving license

-Good trainer and interpersonal skills, excellent meeting facilitation skills
-Diplomacy, sensitivity to the needs and values of informal justice actors
-Ability to work in a team
-Strong organizational skills
-Good communication and reporting skills, ability to deal with authorities
-Understanding, interest and commitment to humanitarian activities
-Ability to learn and perform duties under pressure.
