UNRWA is the United Nations agency responsible for the protection, care and human development of a population of some 4.6 million Palestine refugees living in the Gaza Strip, the West Bank, Jordan, Lebanon, and the Syrian Arab Republic. The Agency is committed to assisting Palestine refugees in maintaining a decent standard of living, acquiring appropriate knowledge and skills, enjoying the fullest possible extent of human rights, and leading a long and healthy life. UNRWA is by far the largest UN operation in the Middle East with over 29,000 staff. Most of the staff members are refugees themselves, working directly to benefit their communities – as teachers, doctors, nurses or social workers.

In accordance with established Agency policy and procedures, the ideal candidate: 
-Prepares feasibility studies and preliminary schemes for all design works within the Infrastructure and Camp Improvement Programme;
-Prepares Preliminary and final detailed designs drawings, specification, presentation documentation and tender/ contract documents;
-Supervises Design Division staff and coordinates the design of projects with user departments; reviews regularly the correctness of the designs; 

-Supervises and coordinates the design work of architectural, structural and specifications units; keeps track on new standards and materials for design considerations; 
-Coordinates with other engineering divisions the implementation of the design, reviews feedback and follows up the implementation; shares the outcomes of completed projects for the design learning process; 
-Prepares cost estimates for budgeting and fundraising purposes; 

-Advises other departments on the architectural design of UNRWA facilities/installations; 

-Reviews the Agency’s Technical Instructions with respect to design standards, designs software and 
recommends updates to Chief Infrastructure and Camp Improvement Programme as required; 
-Performs such other duties as may be assigned.
-The incumbent may be required to work outside of normal duty hours and on call basis; 

-The incumbent may be required to travel within the area of operation. 

        
PERSONAL & PROFESSIONAL COMPETENCIES
-A university degree in architecture or civil engineering from a recognized institution.
-Six years experience in the application of the knowledge acquired above including three years of 
experience at supervisory level.
-Excellent command of written and spoken English.
-Knowledge in standard Agency software and computer applications related to the construction industry 
(with formal training in computer aided design)
-Knowledge of local practice, design and construction regulations and materials used in the Middle East; 
-Ability to prioritize and evaluate works and work plans; 
-Ability to work under pressure; 
-Good leadership skills; 

CONDITIONS OF SERVICE 
-Basic Salary: Monthly basic salary $1,518.00; plus a senior professional officer allowance of %15 of the basic salary; plus a currency adjustment factor (present rate 4.14%) and monthly dependency allowance up to $123.25.
-Contract Duration: Three years including 1 year probation period. 

-Leave: 30 days annual leave 
-Pension: Provident Fund contribution 
-Other conditions of service and benefits may apply.
