As part of the Local government and Infrastructure (LGI) program implemented in the West Bank and Gaza with funding from the United States Agency for International development (USAID), Global Communities (also known as CHF International and referenced as such) is planning to implement humanitarian assistance activities focusing on creating short term employment opportunities in the Gaza Strip. As such, Global Communities is seeking qualified candidates to assume the following fixed period service position:

Component Lead: Short Term Jobs Creation - Location: Gaza City, Period: 12 Months starting 2 January 2016-30 December 2016.

The position will be based at CHF International Office in Gaza and will report to the LGI Program Director. The incumbent will be mainly responsible for the following:

Design, implementation and oversight of the short term jobs creation component of LGI program in Gaza;
Oversee the development and monitoring of any local organizations sub-awards in compliance with CHF International and USAID rules and regulations;
Establish and foster relationships with local partners including Private Sector entities and CSOs, other USAID funded programs, and emergency and humanitarian assistance coordinating bodies;
Analyze labor force statistics and trends, identify gaps and job matching approaches;
Manage and oversee the work of the Monitoring and Evaluation staff in Gaza, ensuring accurate data collection and reporting;
Oversee production of timely and accurate technical and financial reports to CHF International and USAID as required.

Key qualifications:
A Masters degree, MBA or higher in business, economics, international development, or related field.
Demonstrated knowledge of USAID rules and regulations.
At least seven (7) years of experience implementing job creation programming.
Strong interpersonal skills with evidence of ability to productively interact with a wide range and levels of organizations in a challenging environment.
Previous experience initiating and implementing effective monitoring and evaluation of job creation programs.
Fluency in written and spoken English and Arabic required.
