Background

Qatar Red Crescent (QRC) has received a fund from the Gulf Cooperation Council (GCC) in Cooperation with Islamic Development Bank (IDB) for Complete Equipping the Specialized Surgery Building (SSB) at Alshifa Hospital

QRC requires consultancy services of a Hospital Management Individual International/Local Consultant to offer technical and managerial assistance in assessment, developing and implementing a hospital management system based on international standards. It is recommended to work on the current system, where applicable, to build on and update according to the international standards and in accordance to Gaza's context.

Process

QRC plans to utilize a two-step process for the solicitation Hospital Management Individual International/Local Consultant. This Request for Qualifications (RFQ) is the first step in pre-qualifying interested consultants for later participation in QRC Request for Applications (RFA).  This pre-qualification stage of the process is being used to identify those consultants that are best qualified to implement requested tasks for the benefit of the above mentioned project.  In the second stage of the process, pre-qualified consultants will be asked to respond within a short time frame to detailed Request for Applications (RFA), which will provide descriptions of specific interventions in specific locations according to attached draft Terms of References (ToR). Only those consultants who pre-qualified and  meet the criteria will be asked to respond to the RFA so that project implementation can proceed as rapidly as possible.

Required Qualification
At least a PhD degree in hospitals management from a recognized University / Institution, with at least Five (5) years professional experience in hospital operating and management, or any related fields, Or MSc degree in hospitals management from a recognized University / Institution, with at least Eight (8) years professional experience in hospital operating and management, or any related fields.
Demonstrated knowledge of electronic hospital management software is preferable
A high level of interpersonal skills, integrity and ability to work with complex teams
Strong written and oral communication skills demonstrated in ability of making effective presentations to diverse audiences.
Languages: English (essential), Arabic (desirable)
Computer skills particularly in using Microsoft Word, Excel & PowerPoint

Soft (electronic) copies of ToR are also available by e-mail (only for international consultants upon their request by emailing QRC at hmsatqrc.ps).

Submission to QRC:

International/Local consultants must submit a copy of CV showing evidence of experience and capacity and a cover letter showing briefly eligibility and interest before the deadline for Submission, and submission is to be by email to

Note: CVs from consultants who received a copy of the draft ToR will only be considered during evaluation process.

Consultants are allowed to affiliate for this assignment, and should delegate one of them as a representative for the assignment

QRC reserves the right to pre-qualify any or none of the applications submitted under this RFQ. This Request for Qualification (RFQ) does not obligate QRC to pay any Participant fees for any costs incurred in the preparation and submission of their Application.
