Grants And Compliance Manager - Usaid Envision Gaza 2020

Global Communities seeks a Grants and Compliance Manager for the USAID Envision Gaza 2020 project. Envision Gaza 2020 is the humanitarian assistance and early recovery pillar of the larger Gaza 2020 initiative that seeks to promote recovery, reconstruction, and redevelopment in Gaza through four major activities: water and sanitation, private sector development, health and humanitarian assistance. This position in based in Gaza.

Envision Gaza 2020 aims to create a path for vulnerable populations in Gaza to become more sustainable and self-reliant by providing basic humanitarian commodities and increasing employment opportunities through short term employment, internships, minor capital investments, and job training.

About Global Communities West Bank/Gaza
Global Communities has been working continuously in the West Bank and Gaza for the last 20 years, and we currently manage one of the largest humanitarian assistance and development portfolios in the West Bank and Gaza. We provide food assistance to many of the 60% food insecure population in West Bank and Gaza through the UN World Food Programme (WFP). We are also implementing the $100 million USAID Local Government and Infrastructure (LGI) program in the West Bank that has the dual impact of creating employment and raising the standard of living in vulnerable area while also supporting community participation and government responsiveness. In Gaza Global Communities, working through Mercy Corps and USAIDs Palestinian Community Assistance Program (PCAP), improves the lives of Gazans by providing social and economic relief and recovery activities to meet basic humanitarian needs and lay the foundations for long-term recovery. Through PCAP, we built technical and management capacity of local contractors to ensure a continued ability for emergency response, repairing and rehabilitating conflict-damaged homes, increasing food security for families in Gaza and encouraging self-sufficiency, and improving provision of basic services through community infrastructure projects. During the escalating conflict in the summer of 2014 we responded, as we did before during the 2008 2009 and 2012 conflicts, to the needs of the most vulnerable affected by the conflict in Gaza. We provided food assistance to internally displaced and vulnerable families, domestic and personal hygiene kits as well as other essential non-food items, shelter kids for homeless families, and psychosocial support for some of the 25,000 traumatized children in Gaza.

Responsibilities:
-The Grants and Compliance Manager will be responsible for overseeing and administering all grants and vouchers under Envision Gaza 2020. S/he will establish and manage an Emergency Rapid Response Fund, and administer and monitor any other small grants or voucher activities for other planned humanitarian and employment activities. 
This position reports to the DCOP. Grants and Compliance Manager responsibilities include:
-Working with the Deputy Chief of Party, establish the grants management system in line with Global Communities and USAID rules and regulations. This grants management system must be able to include different types of procedures for the various grants and/or vouchers the planned program will distribute.
-Develop funding instruments (e.g. RFAs) for grantees and vendors, and create tailored grants and procurement manual(s) that will be document all of Global Communities grants management procedures and regulations, while still being helpful to grantees and vendors in maneuvering the process.
-Manage the grant/procurement application, review and approval, implementation, and close out processes.
-Review all grant/procurement activities for compliance with program policies and USAID regulations, and ensure compliance with USAID Mission Order No. 21.
-Ensure all documentation is appropriately recorded within grants management system.
-Report to the DCOP on overall grant implementation to ensure proposal and budget feasibility, grant activity schedule viability, and that equipment and material procurement and delivery are transparent and following the grants manual.
-Monitor grant activities during their implementation to ensure on-time and high quality delivery of goods and services; provide continuous assessments of grantee performance against project objectives
-Provide technical support and mentoring to grantees unaccustomed with the complexity and restrictions of USAID funding in Gaza in an effort to build the capacity of grantees to effectively manage their grants; interface with grantees and vendors to ensure grantee understanding and compliance with all Global Communities and USAID rules and regulations.
-Manage small grant management team.

Required experience:
-An advanced degree in a related administrative or development field
-At least ten (10) years prior experience working as a grants manager or related field, with at least half of those working on USAID projects
-Demonstrated experience being responsible for ensuring that there are systems and internal controls in place to effectively manager, monitor and report on sub-awards, including being responsive to all USAID regulations and requirements
-Strong interpersonal skills and written and oral communication skills
-Fluency in oral and written English and Arabic required.

Responsibilities:
-The Gender Specialist ensure that Envision Gaza 2020 effectively integrates gender considerations into humanitarian commodities and workforce development activities. This will report to the Deputy Chief of Party (DCOP) with the primary responsibilities:
-Design and conduct a gender analysis that build on existing assessments and reports, and synthesize findings and recommendations to inform the choice of specific and culturally appropriate inputs and interventions across both project components
-Ensure that gender is mainstreamed across the program, including activity implementation, monitoring, operations, policies and procedures, and any materials created, particularly aiming to increase womens access to employment opportunities, incomes and decision-making capabilities
-Assist in the design of gender-sensitive capacity-building training for program staff and local organizations that encourages gender equality, womens empowerment, and equitable participation in and benefit by women, men, and youth;
-Review and provide input to Envision Gaza 2020s implementation and M&E plans, with attention to gender dimensions of technical activities and operations,
-Advise senior management on gender issues and priorities, and liaise with component managers to ensure that gender considerations are assessed and accounted for
-Write project reports and prepare internal documentation as required

Required experience:
-Masters Degree in international development, gender studies, development economics, international affairs, or some related field, with a focus on gender;
-Seven or more years of experience conducting gender analyses and effectively integrating gender considerations into programming that is not explicitly focused on gender
-Experience designing and facilitating trainings on gender issues and gender integration processes and techniques
-Prior experience working on USAID programs preferred;
-An understanding of monitoring and evaluation, including experience with effective gender indicators and data collection considerations;
-Experience working in Gaza and/or Middle East Region required.
-Strong interpersonal skills with evidence of ability to productively interact with a wide range and levels of organizations in a challenging environment.
-Strong verbal and written English skills are required; proficiency in Arabic is desired.

Responsibilities:
-The Finance Manager will provide financial and operational oversight for all aspects of Envision Gaza 2020 in accordance with USAID regulations. S/he will be responsible for budget forecasting, expenditure tracking, and financial analysis, as well as supporting grant and contract management. This also includes maintaining pipelines, approval of various types of payments to include payroll, vendor payments, tax payments and preparation of various donor reports. The Finance Manager will report to the DCOP. Finance Manager responsibilities will include:
-Provide financial management and oversight for all financial aspects of the program, including annual budget development, work plan and activity budgets, and ensuring compliance with the Federal Acquisition Regulations, USAID rules and regulations, and Global Communities policies, procedures and accounting principles.
-Managing finance staff, and ensuring that functions are performed timely and accurately.
-Managing the project budget, and ensuring all costs incurred by Global Communities are accounted for and in compliance with local laws.
-Providing financial control, preparing and analyzing budgets, developing financial reports, and making recommendations to HQ on budget expenditures.
-Ensuring financial reporting - Global Communities, grantees and any vendors - is in accordance with USAID requirements.
-Manage and mentor a finance team.

Required experience:
-A Masters degree in economics, accounting, business or any other related field.
-Demonstrated knowledge of USAID rules and regulations.
-A minimum of seven (7) years of experience as a finance manager on large international development projects.
-Minimum of three (3) years of experience demonstrating familiarity and experience in working on a USAID-funding program, including the management of various audits.
-Experience in the Middle East required; experience in West Bank and Gaza preferred.
-Experience with computerized accounting software required.
-Fluency in English and Arabic required.
