Catholic Relief Services is an international humanitarian agency of the Catholic community in the United States and has been present in the Jerusalem, West Bank, and Gaza since 1961. The CRS JWBG country program currently supports development/relief programs and activities in the sectors of civil society, humanitarian assistance, youth empowerment, education, and peace & justice.

Position Title:Monitoring, Evaluation, Accountability, & Learning (MEAL) Manager

Location:Gaza
Reports To:Deputy Chief of Party

Note: This position is dependent upon funding as well as the donor’s approval of the proposed MEAL Manager. CRS anticipates a program start date of January 2016. The applicant must be willing to commit to an assignment of five years.

JOB SUMMARY:
The MEAL Manager will work closely with the Deputy Chief of Party, Head of Programs and Project Officers to further CRS’s commitment to high quality programming while pursuing innovation and strengthening the documentation and dissemination of results. The position is based in Gaza, and will hold primary responsibility for the effective monitoring and evaluation of CRS’s programmatic portfolio there, including a several USAID-funded programs under consideration for future funding. The position has substantial delegated authority, and provides extensive opportunities for innovation, incorporation of best practices, learning, and the dissemination of M&E results and Operations Research to internal and external stakeholders.

Position Requirements and Qualifications
1-University degree in statistics, sociology, management, development, social policy or related field, Graduate degree in a development-related field.
2-Eight years of progressive responsibility and directly relevant professional experience; including a management role in at least one baseline and final evaluation event; use of ICT4D for MEAL; and sectoral experience in health, livelihoods, food security, and/or emergencies are preferred.
3-Thorough familiarity with principles and current approaches to MEAL using both quantitative and qualitative methods.
4-Demonstrated MEAL field experience; skilled in collecting, manipulating, synthesizing and analyzing data.
5-Understanding of donor expectations and trends for MEAL.
6-Demonstrated ability to transfer knowledge to diverse audiences through training,
mentoring, and other formal and non-formal methods.
