Position:Project Manager
Contract duration:5 months renewable (3 months probation) Location:Ramallah / Palestine

I-Background on ACTED
 
ACTED is an independent international, private, non-partisan and non-profit organization that operates according to principles of strict neutrality, political and religious impartiality, and non discrimination.
 
ACTED was created in 1993 to support populations affected by the conflict in Afghanistan. Based in Paris, France, ACTED is present in four continents and our teams intervene in 34 countries towards 8 million people, responding to emergency situations, supporting rehabilitation projects and accompanying the dynamics of development. In association with several French, European and International partners, ACTED is committed to promoting and developing innovative approaches and initiatives, humanitarian principles, new forms of solidarity and convergences between private and public actors and NGOs from the North and the South covering themes such as aid efficiency and transparency, evaluation, information and coordination of humanitarian emergencies, promotion of local governance and civil society strengthening, sustainable access to income and microfinance, prevention and reduction of catastrophes, the link between development aid, sustainable development and social business, food security, etc.
 
II-Country Profile In the occupied Palestinian territory, ACTED is both committed to humanitarian assistance and long-term development. ACTED strives to strengthen the economic capacities of cooperatives in rural areas, consolidate civil society organisations, and provide emergency assistance to the most vulnerable, rural communities in the West Bank. ACTED currently seeks a Project Manager for its humanitarian projects in the West Bank. III-Position Profile
 
1-Project implementation and supervision
 
-Responsible for developing, planning and implementing project activities.
-Responsible for planning and managing project finances, logistics and materials for the implementation of the project activities
-Responsible and accountable for the performance of the team, in terms of outputs, quality, efficiency and compliance with ACTED rules and policies.
-Responsible for continuos technical review of the material response, through fields visits
-Responsible for manageing ACTED activities under the Consortium activities, which includes protection focus.
 
2-Monitoring and Reporting
 
a-Performance and quality monitoring
-Responsible for building and/or improving systems to supervise and manage the implementation, monitoring, learning and evaluation of program
-Responsible for the performance and quality oversight of the team, to ensure that standards and indicators are being met.
 
b-Activity reporting:
-Responsible for overseeing all site plans, completion certificates, activity tracking documents, handover documents and any other tools implemented for program oversight
-Responsible for submitting weekly work plans for the team to the CD
-Responsible for updating the monthly Project Management Follow-Up in line with completion of targets and progress
-Responsible for the monthly presentation to the shelter cluster, Consortium and other clusters.
-           
3-External relations, communication and coordination
a-External representation
-Participate in technical and sectoral Donor meetings as required by the Country Director;
-Participate in meetings with local authorities
-Participate in technical and sectoral meetings and working groups involving NGOs and UN Agencies and all other inter-governmental institutions
-Engage and participate in the consortium management unit, clusters and ad-hoc meetings.
 
b-Internal communication:
-Responsible for sharing information both to the team and from the team to the Coordination and other departments
-Maintain open dialogue with all staff, and will treat all staff in a respectful way
-Keep regular communication with the Coordination, including raising issues, challenges and ideas
 
c-Other communication:
The Manager will maintain good relations with key stakeholders in the community
 
 
4-Human resources
-In collaboration with Human Resources department the PM is responsible for recruitment, conducting appraisals, quality control and disciplinary measures for the programme teams.
-Responsible for planning and organizing the activities and allocating work amongst the programme teams.
-Responsible for developing the knowledge of the team technically and by facilitating a reflective learning environment so the team strengthens their context-specific knowledge
 
5-Other tasks
-Lead the strategic development of the program.
-Perform other duties as requested by his/her direct supervisor
IV-Qualifications:
 
-Bachelor's degree in Civil Engineering, Architecture, structural Engineering, Community Development, or related field.
-5-6 years work experience with NGOs, with focus on  the field.
-3-4 years in a similar managerial position will be positively evaluated.
-Good knowledge about international humanitarian principles.
-Professional attitude, good social skills, and ability to work in a team.
-Expert knowledge of technical specifications in construction.
-Accurate, reliable, open-minded, and a positive attitude.
-Good in time management, and ability to work under pressure and outside office hours.
-Willingness to improve skills and knowledge.
-Capable in planning and problem solving.
 
 
V-Conditions:
-Excellent communication and drafting skills.
-Fluent in Arabic and English, spoken and written, including correct spelling, grammar and punctuation.
-Outstanding IT skills, including expert knowledge of Microsoft Office, Autocad and Google Docs.
-Valid Driving license with clean record.
