The European Union Border Assistance Mission at the Rafah Crossing Point – code name EUBAM Rafah – was launched on 24 November 2005, to monitor the operations of the border crossing point between the Gaza Strip and Egypt, after Israel and the Palestinian Authority concluded an Agreement on Movement and Access on 15 November 2005. The Council of the European Union welcomed the Agreement and approved that the EU should undertake the third-party role proposed.

The Mission is currently seeking for a candidate to fulfill the position of Adminstration & HR Assistant  to be recruited on July 2015

Job Description
Reporting to:Head of Administration and Finance (HoAF) 

Duties and responsibilities:
-Ensure smooth daily running of the Mission administrative matters.
-Assist in the day-to-day organising and managing of Mission office as directed by the Head of the Administration and such other office duties as directed.
-Take care of the registration of new Mission members and ID-card and visa applications.
-Take care of ensuring calculation of the salaries of locally contracted personnel is done.
-Take care of the filing of administrative documents.
-Maintain the Mission outgoing and incoming Letters archive.
-Assist the Admin Finance & Accounting officer with the payments and bank transfers and other financial issues (petty cash, bookkeeping, bank transfers, payroll, financial reports, etc).
-Preparing all documents and calculations requesting VAT refund for mission invoices along with HoM personal refund directly with the tax authority.
-Assist with HR files and financial aspects of claims on Mission Members private use of vehicles .
-Support in registration of new cars, releasing of cars and requesting a local driving license for mission members. 
-Being the contact person between the Mission and the building management, regarding changes in the premises, invoices and price offers. 
-Process travel and other expenditure claims for EUBAM Rafah staff
-Assist in Logistics with maintaining office diary and stationary. Support logistic in customs releases of mission goods and private imports.  
-Collecting data of private use of mission cell phone including invoices, loosing sim cards and contact the local company when needed.
-Handle all mission procurement process (under HoAF approval and consultancy) with companies (including market investigation, preparing documents, launching tenders, and taking care of the invoice and payment after final acceptance of goods).
-Support security department in procurement process and other issues when needed (passing of MM at the borders).
-Handle all finance and procurement procedures in the absence or leave of those persons.  
-Following up Personnel issues (registration forms, cards, etc.)
-Undertake and perform any other administrative tasks assigned by the Head of Administration and Finance.
-Preparation of Mission members profile (E-MAILS) and EUBAM Identification cards / Door cards.
-Manage the Check in & out packages for the Mission Members.
-Assist the Admin, Finance and accounting officer when needed
-Assist the Head of Administration and Finance when needed.

 
Skills and qualifications:

Rank, position or equivalent

Education
-University degree in Administration, HR, Social/Political/International Sciences or equivalent academic or professional training.

 

Work experience
-Minimum of 4 years of effective and extensive operational experience in public or business administration, HR, logistics, procurement.
-Good knowledge of Protocol and visa procedures, national labor laws and custom procedures.
-International experience, particularly from the CSDP and other international missions in crisis areas with multi-national and international organizations highly desirable.

Languages
-Fluency in English and Arabic  (spoken, read, written, understood) mandatory, advanced knowledge in Hebrew (spoken, read, written)

Other skills/competences
-Ability to operate Windows and Power Point applications, including Word processing and e-mail and spreadsheets (Excel).
-Good organizational, analytical, research, self initiative and problem-solving skills.
-Ability to use own initiative and common sense and to act quickly under difficult conditions.
-Ability to establish priorities and to plan and co-ordinate own work.
-Good interpersonal skills, ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
-Excellent analytical, research and problem-solving skills.
-Highly resilient under mental pressure (stress-resistant) and willingness to work extra hours when required.

 
Additional Requirements
-Civilian  driving license class B (mandatory) and C (desirable)
-ID-card allowing free movement inside Israel and the West Bank.
-Permit allowing to drive in Israel and West Bank
