Background:
The Right to Education Programme in the Gaza Strip aims to support recovery efforts in the educational sector in Gaza through reconstructing, rehabilitating and building-better what was destroyed in the latest war against Gaza this past July/August 2014, increasing the capacity for mental health care in Gaza and by restoring the hope of youth for increased prospects of employment through e-work. The proposed programme provides an unprecedented opportunity to respond to the recovery of the education sector in a holistic manner, integrating emergency responses into a sustainable and scalable development intervention. The Right to Education Programme will allow over 600,000 Palestinian children and youth to regain equitable access to quality education and its completion in an inclusive child-friendly learning environment by 2016.
The Programme is supported by Education Above All’s Al Fakhoora programme. Education Above All (EAA) is a global initiative founded in 2012 by Her Highness Sheikha Moza bint Nasser of Qatar. EAA’s aim is to build a global movement that contributes to human, social and economic development through quality education and other welfare programmes and initiatives. With a particular focus on areas affected by poverty, conflict and disaster, EAA champions the needs of children and youth and empower them to be active members of their communities. By meeting the demand for education, EAA equips them to support sustainable development and to nurture environments of peace, security, justice and prosperity.
UNDP aims to recruit Project Manager for this ambitious program to provide the day-to-day management to the implementation of the works and ensures that the project produces the results specified in the developed program/project document, to the required standard of quality and within the specified constraints of time and cost. S/he cooperates with program and the operations teams in the Gaza, West Bank and Jerusalem, UN Agencies, UNDP/PAPP counterparts and civil society as required to ensure proper progress and success of all projects’ activities.
UNDP/PAPP- is seeking a candidate to fill the position of Projects Manager to follow the technical issues in the implementation of the activities including reconstruction and rehabilitation of damaged educational facilities, solar renewable energy as well as recycling of solid waste to improve environment, new multipurpose halls, soft components for mental health and e-work and civic leadership in coordination with UNDP relevant team leaders and Program specialists; under the overall guidance of the Head of Gaza office and the direct supervision of the Head of the Infrastructure in Gaza office.  As this position is related to Education Program, namely, Right to Education in Gaza Strip, with an expected duration of Project Duration 24 months, the Service Contract extension will be conditioned to satisfactory performance evaluation as well as availability of funding under the program.

Description of Responsibilities:
The Project Manager will be required to manage the following specific tasks:
-Manage implementation of results as described in projects’ documents; manage budgets and prepare any necessary budget revisions; manage production of work packages and work products as necessary to produce results; produce regular project plans, including for design, engineering, construction, procurement, training and capacity building packages; ensure work is coordinated with the Operations Department for the provision of support services in finance, procurement, logistics, HR and general administration services;
-Follow up with program coordinators including those overseeing the soft components, namely, mental health, e-work and civic leadership.
-Identify and obtain any support and advice required for the management, planning and control of the project;
-Mobilize the project to initiate activities, including drafting TORs and work specifications;
-Monitor events as determined in the Monitoring & Communication Plan, and update the plan as required;
-Monitor financial resources and accounting to ensure accuracy and reliability of financial reports;
-Manage and monitor the project risks as initially identified in the Project Document, submit new risks for consideration and decision on possible actions if required; update the status of these risks by maintaining the Project Risks Log; 
-Be responsible for managing issues and requests for change by maintaining an Issues Log;
-Manage contracts with suppliers, vendors, contractors, and other implementing partners;
-Provide direction and guidance to the technical team of national and international personnel with a focus on efficiency, effectiveness, and job satisfaction; participate in recruitment of new personnel as required; engage in regular performance evaluations of the engineers under his/her supervision;
-Prepare monthly progress reports for the construction activities in line with the project's planning, reporting and monitoring guidelines and the requirements of the project document;
-Prepare regular briefings and reports to the Director; prepare the Project Quarterly Progress Report (progress against planned activities, update on Risks and Issues, expenditures); prepare and submit an Annual review Report; prepare an annual work plan, as well as quarterly plans if required; prepare Final Project review report to be used for donors / clients; participate in regular project and senior management coordination meetings; participate in inter-agency coordination mechanisms as relevant; ensure regular production of lessons learnt, success stories, and factsheets;
-Contribute to the development of new project interventions by formulating project ideas and concept notes within the scope of the portfolio and engaging donors/clients, including other UN agencies, and stakeholders on these ideas; handle preparation of project documents in order to establish new projects;
-Manage the transfer of project deliverables, documents, files, equipment and materials to national beneficiaries;
-Take the lead in the monitoring and evaluation of all project activities and project benchmarks;
-Provide technical oversight of all project implementation activities;
-Perform such other related duties as may be assigned.

Impact of Results
The implementation of the program will enhance the quality of services for early recovery activities in education sector. Through the program:
-Monitoring and Progress Control will be achieved through site visits and regular coordination meetings with the stakeholders thus obtaining high quality of outputs;
-Maintaining accurate, quality and complete project documentation as well as timely reporting  identified in responsibilities
-Success in managing the project operationally and technically meeting the client needs and all set standards.
-Maintain project implementation resources ensuring efficient project delivery as per the agreed plan
-Success in advising (if applicable) on operational and delivery issues of the project that facilitate effective, timely decisions and actions.

Qualifications :
Education: 
- Master’s Degree in Engineering, Business Administration, or related field.
Experience: 
- Minimum 5 years of relevant experience at the national or international level in program implementation, analysis and management.
- Excellent communication and writing skills.
Language Requirements:
- Fluency in both Arabic and English languages, written and spoken
