MAIN RESPONSIBILITIES In accordance with established Agency policy and procedures, the ideal candidate:
-Plans and directs the process of analysis and assessment through the security threat information cycle for developing information for security purposes, identifying analytical and assessment priorities on the basis of requirements and needs of the UNRWA Safety and Security Division and/or individual Field Offices.
-Ensures that the output of security officers is properly collated and analyzed with the objective of making direct contributions to the Agency-wide threat assessment to area staff.
-Organises and leads the process of strategic trend analysis and security threat and risk assessment, identifying prevailing security threats, as well as providing recommendations on how to mitigate or minimize the impact of the above threats when requested.
-Reviews received external analysis and assessment documents and reports to ensure quality, accuracy and objectivity of judgments and conclusions, and recommending immediate actions to mitigate or minimize identified security threats and associated risks.
-Assists the FSO in developing statistics-based products for briefing senior leadership and the Quarterly Management Committee; assists in the development of statistical products in support of donor funding initiatives.
-Coordinates analysis and assessment requirements with UNRWA Safety and Security Division and/or individual Field Offices, seeking and accommodating inputs from the above into analysis and assessment process.
-Acts as technical support point of contact for the Security Incident Management system (SIMS) and assists the FSO on management, maintenance and control of the UNRWA SIMS: Is responsible for the management, maintenance and control of the UNRWA Safety and Security Incident Reporting System.
-Receives and collates data and data sets collected by Safety and Security Officers in the Fields with the objective of making direct contributions to the Agency-wide threat assessment to area staff; produces a formal and statistically relevant monthly review of incidents in all Fields, as well as across the breadth of the Agency for a senior UNRWA audience, including the yearly Staff Safety Report.
-Ensures analytical information support to the crisis management process and assessments for contingencies and crisis preparedness process.
-Collaborates with the GIS Coordinator/Officer on SIMS upgrades and data integration.
-Conducts and ensures day-to-day monitoring of media and other information sources relevant to safety and security.
-Performs other duties as needed.
PERSONAL & PROFESSIONAL COMPETENCIES
-A university degree preferably in political/social science, international relations and/or business administration with a particular focus on statistics and analysis.
-A minimum of four years’ experience in statistics and analysis.
-Excellent command of written and spoken Arabic and English.
-Ability to take actions proactively;
-Excellent communication skills;
-Fully computer literate and capable in multiple software and applications;
-Good report writing skills and proven analytical ability;
-Ability to establish and maintain effective working relationships with others in team working environment.
-It’s desirable to have good working knowledge or training courses in the creation of statistically-based products
-It’s desirable to have good working knowledge of IT systems and data manipulation, with a demonstrated willingness to increase said knowledge;
-It’s desirable to have good understanding of security related issues and familiarity and/or experience with the UN system.

CONDITIONS OF SERVICE
-Basic Salary: Monthly basic salary $1,195.70; plus a CURRENCY adjustment factor (present rate 5.89%) Contract Duration: six months. Extension is subject to funds availability, continuing need and satisfactory performance.
-Other conditions of service and benefits may apply.
-A regular staff member can apply to this LDC post but will not be allowed to assume such post through secondment as he/she needs to leave his/her current post to accept LDC appointment.
