The Society of Palestinian Women’s Committees (UPWC)  is a grassroots women organization that strives to build a civil progressive democratic community free of all forms of discrimination and respects women’s rights as part of human rights in general. UPWC is seeking to hire a Program Manager to lead a program that aims at contributing to the enhancement of public participation of youth and women in Jerusalem. 

Position Title:  Program Coordinator

Location: East Jerusalem with frequent travels to Ramallah

Full time position 

Contract duration: 2 years, with possibility of extension, 3 months trial period.

Estimated Start Date: January 2017

 Required Qualifications and Experience:

Education:

-Bachelor or Master’s degree in Social or Political Science, International Development or a related field.
-Human Rights background is a plus

Training:

-International development, gender and human rights.
-Project management
-Communication skills, advocacy and networking.

Experience:
-At least 5 years’ experience in project coordination and management and budget monitoring, including grants administration.
-Experience working in human rights and civil society projects.
-Experience and demonstrated knowledge of East Jerusalem socio-political context

-Jerusalem ID - ability to move freely in Jerusalem

-Strong analytical and problem solving skills and ability to handle a range of management and coordination issues.
-Good communication skills.
-Team worker and able to work under supervision respecting rules and procedures
-Able to work under duress, occasional flexibility in terms of working hours
-Ability to manage, organize, plan and implement work assignments
-Valid driver’s license 
-Computer skills including MS Word, Excel and Power Point 

Languages:
-Excellent Arabic
-Very good written and spoken English

Responsibilities:

General coordination and planning:

-To coordinate  and monitor the Coordination Team (6 persons) of the Program
-To develop with the coordinators annual action plans .
-To coordinate and supervise the program  
-To participate in operational and monitoring meetings for the project
-To represent the Program in public events, meetings, etc.
-Periodically update on the administrative and financial situation of the program to the organizations partners in the program

Monitoring and Follow-up 
-To supervise the coordinators work 
-Follow up-field visits and monitoring of the activities according to the action plan
-To assess the needs for training and capacity building according to priorities 
-To ensure all administrative requirements and logistics needs for the correct program implementation.

Reports: 
-To develop and present  quarterly , semiannual and annual monitoring reports following the donor´s template and rules
-To monitor budget expenditure and the monthly, quarterly and annual budgets presentation in order to ensure budget allocation plan, in collaboration with the project accountant.
-Coordinate the collection of technical and financial documents for the reports

Advocacy and networking

-To coordinate and networking with local and international institutions and organizations 
-Supervision, collection and dissemination of advocacy materials produced by the organizations.
