Position Title: Grants & Compliance Manager

Catholic Relief Services is the international humanitarian relief and development agency of the Catholic community in the United States and has been present in the Jerusalem, West Bank, and Gaza since 1961. CRS JWBG is seeking an experienced Grants & Compliance Manager (GCM) for Envision Gaza 2020, a 5-year, USAID-funded project. The Grants & Compliance Manager will work closely with CRS’ finance, programs and implementing sub-recipient partners.
Under the supervision and guidance of the Deputy Chief of Party (DCoP), the Grants & Compliance Manager will be responsible for compliance specific to USAID rules and regulations and CRS policy. This includes overseeing the preparation of Partner Information Forms, vetting processes, and agreement preparation. S/he will also provide the needed support to the Operations Officer to complete the monthly USAID Sub-Award Reports. Additionally, the Grants & Compliance Manager will build partners’ capacity on various areas of USAID policies, procedures, and compliance requirements. Furthermore, the Grants & Compliance Manager will ensure that the financial accounting environment in the Local Office is in compliance with CRS policies and procedures, donor regulations and local legal requirements.
POSITION REQUIREMENTS AND QUALIFICATIONS:
-Advanced degree in a relevant field such as MBA, Financial Management; or in a related administrative or development field.
-10 years’ experience working as a grants manager or related field and demonstrated experience being responsible for ensuring that there are systems and internal controls in place to effectively manage, monitor and report on sub-awards, including being responsive to all USAID regulations and requirements.
-Supervisory experience and the ability to transfer knowledge and skills formally and informally; desire and ability to mentor staff;
-Fluency in written and spoken Arabic and English; excellent written and oral communication skills.
-Good organizational skills and ability to prioritize work and meet deadlines
