US Government provided fund through the US Consulate to establish a Project Implementation Unit (PIU) hosted by the Directorate General of International Relations and Projects Department at the Ministry of Finance (MoF) to supervise and manage US Government funded projects (The Framework Agreement). PIU is currently managing projects all over West Bank areas in cooperation with Ministry of Public Works and Housing and other Palestinian Authority bodies.
PIU is seeking a highly qualified applicant as a Project Manager for the Middle Area of the West Bank - including Jericho- with the following qualifications 
Qualifications: 
1-Bachelor’s degree or higher in Civil Engineering.
2-At least 10 Years Experience in Construction Project Management.
3-Experience in large scale multi projects organizations. 
4-Experience with FIDIC conditions of contract.
5-Work experience with Donors – especially US funded projects.
6-Strong written and oral communication skills in both Arabic and English. 
7-Must have ability to set and manage priorities. 
8-Proficient computer skills including word processing, spreadsheet, AutoCAD and Scheduling program. 
9-Able to work as a team member, contributing to the overall program development by participating in-group discussions in areas of expertise 
10-Self-starter, able to work with minimal direction or supervision 
11-Possession of a valid driving license.
Main Duties: 
1-Represent PIU head in all site meetings, and in all communications between the project stakeholders.
2-Review Pre- Bid tender documents and submit recommendations and findings to PIU Technical Engineer and PIU Control Engineer.
3-Monitor projects on a daily basis and raise concerns to PIU head.
4-Ensure Health and Safety regulations are implemented on site.
5-Ensure quality standards are implemented on site.
6-Review and approve Contractors time schedules in cooperation with PIU scheduler and planning engineer.  
7-Report the project delays to PIU head and the Scheduler and Planning Engineer.  
8-Prepare weekly, monthly and quarterly progress reports.
9-Review and approve Contractors and Consultants interim and final payments in cooperation with PIU Control Engineer.
10-Review and approve modified BOQ and provide PIU head and PIU Control Engineer with justifications.
11-Review and approve variation and change orders and provide PIU head and PIU Control Engineer with justifications.
12-Track procurement process for major construction materials and furniture.
13-These positions descriptions are not intended to be all-inclusive, and the incumbent will perform other reasonable business-related duties as assigned by immediate manager when necessary. Ministry of Finance reserves the right to amend duties and responsibilities as needed to ensure effective and efficient project implementation.
