The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the worlds largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The purpose of the ICLA International Component Technical Coordinator position is to provide support on specific technical competences related to programme development.

Job description
Generic responsibilities

-Adherence to NRC policies, guidance and procedures
-Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
-Promote the rights of IDPs/returnees in line with the advocacy strategy
-Contribute with ICLA specific technical competence to the development of ICLA strategy, Macro LogFrame, and Plan of Action
-Conduct ICLA specific technical assessment and present recommendations
-Conduct ICLA specific technical research and document findings and recommendations
-Provide ICLA specific technical input to coordination mechanism (e.g. cluster coordination) and working groups
-Develop training modules and provide ICLA specific technical learning or/and training for project staff
-Provide training to relevant stakeholders
Specific responsibilities

-Conduct legal analyses and research on international law issues relevant to the ICLA programme (West Bank and Gaza) in cooperation with the Research Coordinator; draft legal memos, submissions and reports on issues in international law as relevant;
-Provide international law support on ICLA thematic priorities, including Bedouin, East Jerusalem and Hebron
-Work with ICLA partners, national NGOs and international organizations on issues of international law and remedies for Palestinians suffering housing, land and property violations;
-Act as ICLA focal point for communications with UN agencies and experts, including UN Special Rapporteurs;
-Act as ICLA focal point for legal support to Consortium members and other INGOs in the West Bank
-Assist in formulating policy recommendations and brief the international diplomatic community in consultation with Advocacy
-Work closely with the ICLA Gaza team on identifying cases and issues in international law of relevance to the Gaza programme and coordinating activities and initiatives
-Organize and provide trainings/workshops to ICLA, ICLA partners and national and international organizations on aspects of international humanitarian and human rights law in cooperation with the Training Team
-Identify cases and themes that require an international legal opinion or research and act as focal point;
-Carry out any other relevant duties as requested by supervisor

Qualifications
-Minimum 3 years of relevant experience within field of expertise
-Technical specific knowledge from the humanitarian sector
-Previous experience from working in complex and volatile contexts
-Documented technical competences related to the positions responsibilities
-Documented results related to the positions responsibilities
-Fluency in English, both written and verbal

Personal qualities
-University degree in field of law, international law, management or other relevant field
-5 years experience in legal practice
-Knowledge of Arabic and/or Hebrew is an advantage
-Experience in international law, especially International Humanitarian and Human Rights law
-Research skills
-Knowledge of UN mechanisms and procedures
-Familiarity with humanitarian operations
-Cultural sensitivity
