Position:Administrator/Logistician

Duration:9 months including probation period

Expected starting date:September, 1st, 2015

Duty Station:Ramallah with frequent trips to Jerusalem, Za’ayyem and Sheikh Sa’ad

Reports to:TDH IT Project Manager

Terre des Hommes Italia (TDH It) is a non-profit organization dedicated to protecting children against all forms of violence or abuse and guaranteeing their right to health, education and life. TDH It, which is part of the TDH International Federation, is currently assisting 100.000 children and 400.000 people with 70 projects in 20 countries worldwide, carrying out humanitarian interventions and development projects in the sectors of education, mother and child health, income generation, water and sanitation, child protection and rehabilitation, to the benefit of thousands of children, their families and communities. 


TDH It works in Palestine since 2000, and it has implemented several educational, health and psycho-social interventions together with its National Partners and with Local Authorities in East Jerusalem, the West Bank and the Gaza Strip.

TDH It is looking for a qualified professional to be hired as Administrator/Logistician to join our team, in the frame of an Emergency Project aimed at supporting vulnerable children and their families in East Jerusalem (specifically, in  Wadi Qaddoum, Za’ayyem and Sheikh Sa’ad neighborhoods).

 

Main tasks and responsibilities:

-Commit to perform his/her professional duties in the spirit of TDH It principles as set forth in TDH It Code of Conduct
-Undertake to respect, both privately and publicly, the rights of children
-Launch procurements for the supply of good and services, according to the directions given by the Project Manager (PM) and to TDH’s and Donor’s procedures
-Conduct market surveys and identify local suppliers corresponding to TDH It needs and eligibility criteria (quality, price, service, ethics)
-Draft, send and collect request for quotations; prepare bid analysis and purchase orders/contracts and assess that deliverables and related payments are timely and accurate
-Coordinate with the PM to plan payments of suppliers and/or bills of services and utilities; make sure that all payments are timely and accurate; plan currency exchange transactions and cashbox flow
-Translate all the bills and receipts into English upon PM’s request and ensure daily registration of accounting entries and filing of accounting documents
-Support the PM with monthly closing of books and with financial reporting to TDH It HQ and to the Donor
-Support the PM as interpreter (Arabic/English) during meetings and field visits when needed
-Prepare and keep an updated, detailed inventory of all assets, including records of equipment entrusted to each person in the team
-Supervise, through regular field visits and proper monitoring tools, the correct and timely implementation of all foreseen rehabilitation works as well as their conformity according to the occupational safety local standards
-Supervise, through regular visits and proper monitoring tools, that all foreseen rehabilitation works follow TDH It environmental-friendly approach and international safety standards
-Ensure that all works are correctly implemented and that all rehabilitated centers/schools obtain the safety certification
-Organize, monitor and report about all distributions foreseen during the project, from the creation of the baseline - including main needs of each involved community - to the proper implementation of procurements and purchases, including supervising the distributions and prepare and collect distribution lists
-Prepare, in coordination with the PM and the PSS (Psycho Social) activities’ supervisor, a Security Management Plan and make sure that all project staff are updated and follow the security rules
-Support the PM in managing any administrative issues concerning HR management, including staff insurance, preparation, collection and filing of all staff contracts, monitoring annual leaves, etc.
-Gather information on National Labor Law and all legislation on administration related issues, follow up on changes and new requirements and keep the PM updated
-Ensure maintenance of equipment; ensure that all staff is properly trained about the use of equipment specifically entrusted to them and of all general equipment available in the office; ensure compliance with health and safety regulations

In coordination with the PM, ensure the visibility of the project

-Liaise with the involved communities and with relevant stakeholders, including Palestinian Local Authorities
-Coordinate staff movements and occasionally drive the project team
-Keep confidential all sensitive documents and information concerning the Project and TDH IT work in the Country
-Upon request, perform any other additional duties given by the PM in order to ensure the correct management of the project and the achievement of its goals and results

 

Qualifications and experience:
-Degree in Economy or other related field
-At least 3 years of relevant experience (work experience with INGOs is an asset)
-Proved experience with using financial or accountancy software (previous experience with Bisan is an asset) and knowledge of double entry accounting
-Excellent organizational skills, precision, rapidity, dependability and ability to manage and prioritize multiple tasks
-Sound oral and written communication skills, including the ability to interact with diverse stakeholders and to work as part of a team
-Sound organizational, problem solving and reporting skills
-Availability to move within the West Bank and East Jerusalem
-Valid Israeli driving license (for stick shift cars is an asset)

Language and Computer skills:
Fluency in written and spoken Arabic and good command of written and spoken English. Basic knowledge of Hebrew is an asset
Excellent computer skills with high proficiency in Microsoft Word and Excel
