Job title: Financial Manager 
Reports to: Executive Director. 
Department: Finance Department 
Location: Nablus – Palestine

Northern Electricity Distribution Company (NEDCO) is a utility services company specializing in the electricity distribution sector in the northern area of Palestinian. Its current network is comprised of M.V and L.V networks, which spread across the geographic area of Nablus and Jenin governorates, and with a customer base of 90,000 customers at the current time. NEDCO is working on the consequence stages to include the transfer of electricity distribution services currently provided by other municipalities and other LG bodies in the northern area to its existing grid and working system.

JOB PURPOSE:
the role will be to support the Management team in all Finance and matters. This will include but not limited to :- (a) decision support for budgeting / forecasting, costing, financial analysis and KPI achievement (b) ensure compliance with company policies and procedures with major emphasis on - cash control, sales accounting and approvals credit controls & approvals, stock controls, audit report follow-up and (c) day to day internal controls review and improvement.

1-Job Description
The holder of this position will be responsible to handle all financial management duties and responsibilities such as and not limited to: Budget monitoring and cost analysis
Support management on preparation of Budget/ Forecast, Performance summary and review of variance analysis accompanied with all budgetary reports and suggestions. In addition, to provide management by all reports and analysis that might be requested annually and periodically, those reports should cover all aspects related to cost centers, cost structure, cost analysis and cost update.
Support management by all relevant financial analysis – vertical and horizontal - especially those related to similar industry.
Ensure practices are in place for review of daily collections and deposits of cash and cheques by branches and scrutinize GL control ac- counts for exceptions and petty cash management and co-ordinate with chief accountant in this concern.
Oversee to ensure all documentation, billing, and collection cycles are complete and as per company standard and procedures for all Finance / Cash / Credit / Inter and Intra company deals.

Stock controls
Oversee to ensure Stock controllers adhere to standard documentation and procedures with regard to stock movements and best practices followed on stock management of on-site stocks including Demo/display/Damaged stock. Ensure adequate insurance coverage for dealer- ship assets at all times. Review periodical physical inventory and reconciliation to ensure physical stocks match with the system stocks.

Cash Controls
Sales Accounting, Billing and Control
Internal Audit review and recommendations
Facilitate internal audit review of head office and branch operations and ensure implementation of audit recommendations.
Policies, Procedures and System support
Continuous review of existing policies and procedures and recommend improvements to strengthen internal control.
Ongoing Review of system processes and ensure its applicability to business requirements with full compliance with best practices. Payroll
Ownership of the incentive calculation spreadsheet and ensure that model derives correct amounts due in line with current incentive schemes. Submission of the above to relevant management for authorization.

Job Requirements
1-Master’s degree minimum in Finance or related area, additional certificate such as CPA, CMA ....est. are a plus. 
2. At least 10 years in Finance Management experience in a similar position.
3-Excellent communication and drafting skills for effective reporting in financial performance and indicators.
4-Ability to manage a financial/monitoring team and demonstrate leadership.
5-Ability to operate in a cross-cultural environment requiring flexibility.
6-Familiarity of related donor and governmental requirements.
7-Other Skills: Analytical, process oriented, exposure to ERP, Behavioral
