Position: Education Project Manager
Reports to: Area Manager or Country Director- Technical supervision by CCS
Supervision of:Education team in West Bank
Duty station: Jerusalem
Travel %    30 %
Duration and type of contract:    Grade 8 Open-ended

Role and responsibilities

The purpose of the Education Project Manager position is to implement delegated Education project portfolio. The following is a brief description of the role.

Generic responsibilities (max 10) 

-Line management for project staff
-Adherence to NRC policies, guidance and procedures
-Contribute to the development of  Country, Area and education strategies, initiate and participate in the development of relevant education projects 
-Coordinate and manage education West Bank projects implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
-Implement technical direction and ensure high technical quality of projects
-Provide regular progress reports  to the Area Manager/Country Director and the CC Specialist    
-Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
-Develop and manage project budget (in cooperation with CCs) and coordinate across CCs 
-Liaise and collaborate with relevant local authorities and other key stakeholders
-Promote the rights of IDPs/returnees and refugees in line with the advocacy strategy

Specific responsibilities 

-Responsible for operational decisions within budget and project frames 
-Actively engage in coordination mechanisms with relevant external partners, and education stakeholders
-Responsible for capacity building of project staff, mapping their needs, and transferring key skills through on the job couching
-Participate in the recruitment of area project staff within the education department
-Responsible for actual vs. budgeted costs for education projects to be presented in monthly grant meetings
-Responsible for timely implementation of education projects in accordance with donor commitments
-Frequent weekly field trips to monitor and oversee the program related activities
-Development of new youth/education donor proposals, concept papers ad area plans in collaboration with CCS
-Responsible for the achievement of area level education indicators in line with beneficiary satisfaction
-Ensure that M&E systems and tools are relevant and updated 

Competencies

These are skills, knowledge and experience that are important for effective performance. 

Generic professional competencies: 
-Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
-Experience from working in complex and volatile contexts
-Technical Education expertise 
-Documented results related to the position’s responsibilities
-Knowledge about own leadership skills/profile 
-Fluency in English, both written and verbal 
-Valid driver’s license 

Context/ Specific skills, knowledge and experience: 

-Knowledge of the context in Palestine
-Knowledge of Arabic 
-Experience with start-up and implementation of complex education programs
