TITLE: Web Developer and Design

DUTY STATION: Jerusalem-Sheikh Jarrah Committee

REPORTING: NRC ICLA Strategies Project Manage

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

NRC requires a Consultant to develop and maintain a website aiming to mobilize social media for the community of Sheikh Jarrah located in East Jerusalem. The website will feature local news, information, legal developments, general updates, photos, videos and reports for the community. The website will be a key resource for information and news with the aim of community development.

NRC will support a technical consultant for the development of a website and the time and skills required for maintaining the website and updating content based on information provided by a delegated party in the Sheikh Jarrah Committee or any other person delegated for this purpose on a regular basis. The website will be connected to social networking platforms (such as Facebook) which will offer free private or public space where members can jointly manage content and connect with other individuals who have similar interests to exchange information and discuss various topics. The consultant will be responsible for the design, layout and coding the Sheikh Jarrah website. S/he will be involved with the technical and graphical aspects of the website namely how the site works and how it looks.



2-OBJECTIVES

The consultant will develop and maintain a website for the community of Sheikh Jarrah.

The web designer/developer should carry the following activities:

Establish the purpose of the website based upon its target audience

Identify the type of content the site will host

Determine any functionality that the site must not support, Give guidance on layout, colours and styles.

Meet Sheikh Jarrah delegated party from the Sheikh Jarrah Committee and representatives from NRC to identify their needs and liaise regularly with them;

Draw up detailed website specifications;

Presenting initial design ideas to Sheikh Jarrah delegated party from the Sheikh Jarrah Committee and representatives from NRC

Meeting relevant legal requirements such as accessibility standards, freedom of information and privacy;

Editing and proofreading content and grammar and making changes where necessary;

3-FUNCTIONAL REQUIREMENT

CMS with WYSIWYG text editor with Integrated spellchecker, In-context editing.

Preview changes to a specific page before publishing and Track versions.

File manager with bulk upload for files and image

Different permissions levels like create editor groups, approve content, and web master approval

Easy meta data editing and URLs for Search Engine Optimization (SEO)

Easy Google Analytics integration and Google webmaster tool kit.

Automatic plugins & dynamic theme integration

Content scheduling for later publishing beside content expiration if needed.

The Content Management System CMS should be Multilingual.

Other essential components like Photo Gallery, You Tube content support polls, surveys, search, RSS, Google Maps, visitors tracking, social media automatic sharing and a form generation.

4-SKILLS AND QUALIFICATIONS RECQUIRED.

-BSc. in ICT related fields.

-At least 4 years of experience in web-based application and system analysis and Databases including the technologies above.

-Experience with legal case management systems development is preferable. The Consultant should provide examples of similar functionality web apps.

-Fluency in Arabic and English

-Skills in software programming and graphics

-Creativity and imagination

-Adaptable and able to pick up new techniques

-Have good interpersonal and communication skills

-Keep up to date with advances in computer technology and how this affects the environment
