(International Consultant in Dual Study and Cooperative Education Programs)
Introduction
Palestine Technical University - Kadoorie (PTUK) has received a grant from the Quality Improvement Fund (QIF) - Education to Work Transition Project - Ministry of Education and Higher Education. The World Bank has funded this grant for the project titled: (Mihnati – My Profession). This project aims to adopt the dual study and cooperative education models for several PTUK programs. Accordingly, PTUK seeks the selection and employment of an (International Consultant in Dual Study and Cooperative Education Programs).
Assignment Objective
PTUK is now considering the selection of a highly qualified international consultant who has strong experiences in developing dual study and cooperative education models for the project mentioned above. The consultant will be part of the consultation team, who will conduct and lead the adoption of dual study models for four two-year diploma degree programs in Technical Accounting, Air Conditioning, Industrial Automation and Interior Design and Decoration. In addition, the consultant will conduct and lead the adoption of a proper cooperative education model for one bachelor’s degree program in Autotronics Engineering. In summary, the consultant will develop the proper model for each of the five target programs.
Main Tasks and Responsibilities
The Consultant will be responsible to accomplishing the following tasks:
Identify areas of interventions and needed actions to the study plans of the programs of interest to adopting the best-fit dual study and cooperative education models. This includes developing the curriculum mapping as well as suggesting, modifying and upgrading undergraduate courses as required and in compliance with the adopted model structure for each target program.
Assist PTUK through their “Maintain communication” with Accreditation and Quality Assurance Commission (AQAC) and corresponding associations of profession to ensure successful accreditation of the new tracks of programs. The consultant might also help PTUK body in charge for accreditation respond to concerns arise by the AQAC for the approval of the new target programs.
Introduce to PTUK a list of regional and international institutions that have experience in the dual study and cooperative education programs and facilitate communication to organize overseas study tours.
Suggest actions to reinforce collaboration between PTUK and employers (i.e., network of relationships).
Define clear mandates, roles and responsibilities for the three key players; Higher Education Institutions (HEIs), employers and students. This includes but not limited to developing the following documents and training the staff on using them:
Admission process
A document detailing student admission process for the dual study and cooperative education programs at both PTUK and partner employers.
Employers involvement
Application form that an employer is required to fill in order to join the dual study and cooperative education programs.
Bylaws of practical period
Rules and procedures governing dual study and cooperative education models and their relationships with PTUK structure.
Student practical period plan for each model
The plan of the student practical period has to be set properly and carefully earlier to joining the new target program. In each model, the students have to precisely recognize the importance of practical period to their academic achievement as well as their career life and build robust networking skills.
Supervision and evaluation
Preparing reports and documents needed for the evaluation process of practical periods. The evaluation process will include all key players at the different stages of programs.
Deliverables
Prepare a road map report on how to adopt the dual study and cooperative education models for the five target programs.
Write up a report for each program that includes curricula and syllabus documents (e.g., program mapping and how the program is transitioned, reformed and upgraded).
Prepare a detailed report on the process of how to engage the private sector/employers in the dual study and cooperative education approved programs.
Provide at least five training sessions of three hours each for PTUK faculty and employers’ staff (~30 persons) involved in the new restructured programs on how curricula are designed and how to use the appropriate forms, tools and methods of learning on a sustainable basis.
Make necessary modifications for the developed study plans, curricula (or courses) and forms after being tested based on students’ and staff feedback.

Essential Required Qualifications and Professional Experience
Holding at least a master degree (preferably a doctorate degree) in Engineering, Economic, Education or any other related field.
Having five years of practical experience in the field of consultancy in dual study and cooperative education programs.
Having intensive experience in higher education curricula development nationally and internationally.
Being aware of standards and requirements of the accreditation process.
Getting familiar and building strong relationships with employers.
Having relevant publications (e.g., journal articles, books, reports, etc.) is a plus.
Having good speaking and writing skills in Arabic language is also a plus.
Time Frame: February 10, 2018 to August 30, 2020
Work Load: Expected level of effort for this assignment is 55 working days
