PROGRAM/DEPARTMENT SUMMARY:
Mercy Corps (MC) is a non-profit, non-aligned, secular non-governmental (NGO) humanitarian relief and development organization, registered in the United States and Scotland with offices in more than 40 countries around the world, including the West Bank and Gaza, where the organization has been active in implementing relief and development programs for nearly a decade.  Mercy Corps ‘West Bank and Gaza’ has staff based in East Jerusalem and Gaza City offices that implement programs throughout the Palestinian territories. 
GENERAL POSITION SUMMARY: 
Mercy Corps implements multiple programs for the benefit of Palestinian people living in West Bank, Jerusalem and Gaza Strip . This position will support Mercy Corps’ Office in the Jerusalem & West Bank by providing needed assistance and support to Mercy Corps team, in close coordination with MC programs and offices. 
This is an excellent, entry-level administrative opportunity for candidate who is extremely organized, a great team player, complete tasks independently, detail-oriented, and highly cognizant of the importance of maintaining confidentiality.  This position requires a versatile individual who has experience in supporting Mercy Corps team. This is a role that will be crucial to the senior management, and the team members.
The Monitoring, Learning and Evaluation Assistant is based in Ramallah office with significant travel to the field, the MEL Assistant is responsible to assist in the implementation and continuing improvement of monitoring and evaluation plans and systems for Mercy Corps Programs as well as ensuring that the program maintains an effective mechanism for monitoring activities based on Mercy Corps M&E Guidelines and Data Quality Assurance Protocol. Monitoring, Learning and Evaluation Assistant will assist in conducting program monitoring visits, facilitating the collection and analysis of relevant data in order to measure program progress and impact, and help provide information to the program for decision-making. 
ESSENTIAL JOB FUNCTIONS: 
-Continuously monitor and verify the quality of data collection in the field, the flow of data from field throughout the program team. Help the program to compile the data using the standard beneficiary template. Take responsibilities for accuracy of the figures reported about beneficiaries’ numbers and indicators progress.
-Assist in ensuring that data collection, entry and analysis is as per Mercy Corps M&E guidelines.
-On regular basis, assist the MEL Sr. Officer to collect the PMP indicators data and ensure accuracy of the collected data. 
-Ensure that concerned program staff provide sufficient and accurate supporting documentation for the reported beneficiaries figures and progress on indicators. 
-As per agreed plan, conduct field visits, joint visit, spot visits and random checks for the implemented activities/programs to ensure the quality and progress of the implementation as per the agreed plans. 
-Share the observations of the monitoring activities with the program management team, ensure following up on the actions resulted and ensure its successful completion. 
-Assist to ensure that programs baseline and end line surveys, pre & post tests as planned in the PMP are implemented timely and according to the MEL protocol. Supervise/Lead the field implementation of data collection in coordination with program staff.
-Update electronic and hard copy filing system of all of the raw data sources e.g. student attendance, training participants, questionnaires, copy of field registers etc in coordination with other program staff. Ensure proper documentation of these sources as an evidence of the data entered into databases.
-Assist MEL Sr. Officer and Program staff in the analysis of survey data and prepare reports.
-Regularly report any key issues of monitoring and evaluation to the Program Manager.
Other duties 
-Commit to and support all efforts towards accountability, specifically to beneficiaries and adhering to the code of ethics and policies of Mercy Corps and the norms in the local society. 
-Perform work beyond normal office hours when necessary. Compensatory time-off is to be agreed in advance with the Supervisor/HR. 
-Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and not jeopardize its humanitarian mission. 
-Perform any other duties as assigned.

REPORTS DIRECTLY TO: Development and Programs Manager 
WORKS DIRECTLY WITH: MEL Team, Program Staff, Operation Staff, Beneficiaries 
KNOWLEDGE AND EXPERIENCE: 
-University degree or working towards a degree in business administration, project management, statistics, math or any related field.
-High proficiency in using MS Office, especially Excel, database management and statistics packages: SPSS or other statistical package.
-Experience in surveys data collection, entry and analysis. 
-Knowledge and experience in qualitative and quantitative data collection methods.
-Experience in managing data, compiling data, data entry, data treatment, etc.
-Excellent reporting skills. 
-Excellent writing skills in English and Arabic.
-Travel movement ability within the West Bank
