Role Summary & Duties and Responsibilities:

The 3G RAN planning expert is responsible for planning the most optimum 3G RAN by providing pre-planning, radio planning, transmission planning, sites design, and pre-launch optimization services.

-Dimensioning the RAN network (number of Node-Bs, RNCs, channel elements, Backbone, back- hole...) according to the coverage, capacity and quality requirements.
-Planning the Node-Bs in a WCDMA RF planning tool (like Mentum CellPlanner) defining their related parameters: site coordinates, antenna type, antenna height, antenna tilt, antenna azimuth, CPICH power, cable loss, propagation model parameters.
-Assist the local team to supervise the vendor activities
-Designing the Node-Bs using the most efficient and optimum telecom equipment
-Validating the site configuration in the field during the technical site survey visit and preparing the technical site survey report.
-Preparing the BoQ for the radio network based on the RAN design and by incorporating the site survey information.
-Calculating the 3G RF link budget and generating propagation models for the different area types.
-Generating/assist in generating coverage and quality predictions of the 3G radio plan.
-Scrambling codes, power, radio features, and neighbour relations planning
-Preparing the site design data for the site integration on the RNCs.
-Preparing/assist in preparing the 3G cluster acceptance process and requirements.
-Analysing the 3G sites performance after integration through drive test and OSS measurements, detecting inconsistencies and RF problems and recommending changes to fixing them.
-Auditing the radio network parameters and recommending parameter changes on RNC and cell level.
-Coordinating and validating the technical work with a group of RF engineers.
-Transferring the competence to junior engineers through formal trainings or on-the-job training.
-Preparing reports and presentations about the 3G radio network plan and the radio sites design.

Experience & Qualifications:

-B.Sc degree in Electrical/Telecommunication engineering or equivalent.
-(7+) years of experience in RAN planning and optimization projects with operators and/or vendors.
-Proven expertise in 3G RAN planning is required (at least 5 years).
-Proven expertise in translating business requirements into operating technologies.
-Deep knowledge and practice of 3G RAN dimensioning, planning and optimization processes.
-Full knowledge of the RAN (Node-B, RNCs …) portfolio of the major vendors (e.g. Ericsson, Nokia).
-Experience in telecom Projects and experienced multi-vendor RAN engineering with long experience in turn-key projects, network swap, and Multi-vendor environment
-Experience in installing and Commissioning ERICSSON RBS 6000 remote families and Nokia Flexi remote Families
-Transport experience is a must (Backbone and Backhaul)
-Experience in RAN modernization and multi-technology RAN equipment.
-Proven expertise in HSPA+ initial tuning and launching 3G RANs.
-Excellent knowledge of OSS Optimization tools, CHA, RNO, CNA …
-Excellent working experience with radio planning and drive test tools.
-Excellent working experience with transmission planning tools.
-Practical experience of working with 3G radio counters and statistics.
-Excellent knowledge of telecom vendors, technologies, and trends

-Rolling out 3G Network from scratch is must
-Initial tuning experience for 3G Network is a must
-3G Core network experience is Plus
-3G Vendor management experience is Plus
-3G Project/Program management experience is plus
-LTE Experience is plus
