Norwegian Refugee Council

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Large-scale displacement took place during the wars of 1948 and 1967, when Israel occupied the West Bank, including East Jerusalem and the Gaza Strip. Many of those displaced have never been able to return. There are currently over 5 million Palestinian refugees spread across Palestine, as well as in Jordan, Lebanon and Syria.

Internal displacement within Palestine remains a concern. Communities come under increasing risk of forcible transfer and other Intentional Humanitarian Law violations, stemming from Israeli policies and practices.

NRC has been active in Palestine since 2009, working across Gaza and the West Bank, including East Jerusalem, to reach Palestinians who are displaced or who face imminent threats of displacement. Our offices in Jerusalem, Ramallah, Hebron and Gaza, provide legal counselling to promote access to human rights, shelter, water and sanitation, and quality education. Nationally and globally, we advocate for the rights of displaced Palestinians and together with local authorities and community-based organisations, we establish mechanisms for monitoring the needs of displaced Palestinians, and promoting community-owned solutions.


Role and responsibilities

Generic Responsibilities

    Adhere to NRC policies, guidance and procedures in promoting the rights of displaced Palestinians; and ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
    Support the work of the Advocacy Team including overall advocacy activities covering the rest of Palestine
    Support advocacy initiatives on Gaza and work in close coordination with the Advocacy Manager, the country office to develop policy analysis, recommendations and advocacy activities.
    Produce, edit and policy review of NRC materials and information.
    Represent NRC at advocacy coordination forums and support the work of NRC’s program partners to identify and utilise advocacy opportunities.
    Prepare and regularly update analysis, updates, key messages, talking points and briefing materials by gaining a wide familiarity with policy debates in Palestine relevant to NRC. 
    Liaise and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/cluster/working groups.
    Be main focal point for Gaza communications and media tasks, with the support of the Media Adviser
    Provide input, feedback and ideas to the media adviser and proactively suggest ways to garner media attention on Gaza
    Other tasks as required by management

Specific Responsibilities

     Under the supervision of the Advocacy Manager act as the team’s focal point for advocacy on Gaza and develop policy analysis, recommendations and advocacy initiatives;
    Support the team’s overall advocacy activities, including organising diplomatic briefings and preparation of materials thereof;
    Ensure that the team’s advocacy materials, including talking points and key messages, are consistently updated and are of a high quality;
    Prepare high-quality reports, briefings, letters, and other materials for internal and external use, and take part in NRC’s representational and advocacy role;
    Support and organise coordination of advocacy initiatives by NRC partners, including building the capacity, where needed, of NRC staff and partners to plan, deliver and monitor policy and advocacy;
    Represent NRC at humanitarian advocacy and policy forums in close coordination with country management and programme staff, and deputize for the NRC Advocacy Manager when necessary;
    Research and keep updated on policy and political developments in Palestine as they relate to NRC programs and priorities;
    Focal point for policy/advocacy components of project proposals, budgets and reporting to donors related to West Bank;
    Provide steady flow of communications work from the Gaza Strip to the media adviser, with particular emphasis on the siege and humanitarian issues
    Provide administrative support where necessary and carry out other tasks as required;
    Be main communications and media focal point in emergencies and crises (if national) or work with media adviser to train and designate national Gaza focal point for emergencies;
    Support media and communications work, including content gathering and acting as spokesperson on Gaza as agreed with media advisor and Advocacy Manager
    Support ad-hoc information requests.

Our Ideal Candidate:

Master’s degree in Political Science, International Law or related field, and minimum 3 years of experience from working in an advocacy project implementation position in a humanitarian/recovery context.

Legal background, including knowledge of legal developments and trends in Palestine and Israel, is desirable; in addition to the political context in Palestine.

Analytical person who is able to analyse complex contexts, ability to think and work on a strategic level when planning for advocacy activities in the organization.

Excellent writing a drafting skills and Ability to produce high-quality documents, materials and other communications in English.

Excellent communication skills in dealing with different people, in addition to good facilitation skills for meetings and trainings when necessary.

Knowledge of Arabic is an asset.

The position is open to International and National candidates.

 Additional Information:

 Contract period: 12 months

Salary/benefits: According to NRC’s salary scale and terms and conditions

Duty station: Gaza, 15% travel in country.
