Health System Resiliency Strengthening Project

The Palestine Liberation Organization, for the benefit of the Palestinian Government has applied for financing from the World Bank, International Development Association toward the cost of the Health System Resiliency Strengthening Project (the Project) and intends to apply part of the proceeds for Consulting ServicesThe Palestinian Ministry of Health (MoH) is the implementing agency for this project. A Project Management Unit (PMU) will be established within MoH and will be composed of consultants in various fields, to manage the overall implementation and coordination of the project. MOH is considering the appointment of qualified PMU Coordinator, Procurement Specialist, Financial Management Specialist and Administrative Assistant for the PMU.

The PMU team will be housed within MOH relevant departments in Nablus and Ramallah. The duration of each assignment is one year on a full-time basis, extendable to the full length of the project (4 years). The expected start date for all posts is mid January 2015.

An individual Consultant/officer shall be selected for each of the above-mentioned posts in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, dated January 2011and revised in July 2014.

Administrative Assistant

Assignment Objective:
MOH is considering the appointment of a qualified Administrative Assistant, to be responsible for the provision of day –to-day administrative support within the PMU

Scope of Work:
The selected administrative assistant will be required to familiarize him/herself with all aspects of the execution of the project and will be in charge of performing the administrative and secretarial support functions to the PMU.

Main tasks:
-Provide administrative and management support to the PMU team and all external experts mobilized in their daily tasks. This includes but not limited to: organization of meetings of the PMU, drafting minutes of meetings of the PMU, and any workshop, seminar or conference, filing, editing, and formatting computer documents, central record keeping, data input and PMU activities follow-up.
-Set-up and maintain an organized filing system and establish document control procedures for PMD project in cooperation with the Designated MOH official.
-Ensure prompt compiling, copying and distribution of all PMU reports, minutes of meetings, workshops, and conferences.
-Set-up and maintain an organized data base of all project related documents.
-Liaise with the PMU team and counterparts to facilitate work requirements.
-Draft and prepare reports reflecting a high standard of English and proficiency in Word and Excel computer applications.
-Assist in the translation of documents from English to Arabic.
-Assist in monitoring of schedules and timetables, including plan updates in cooperation with the PMU team.
-Maintain and update the PMU’s projects reporting schemes and matrices.
-Draft, edit and distribute minutes of meetings when requested.
-Coordinate internal PMU meetings and the Project Management meetings.
-Performing other related duties as may be assigned by the PMU coordinator and/or the Director of International Cooperation Unit as the general supervisor of the Project..

Essential Required Qualifications, Skills, knowledge and Competencies:
-A Bachelor Degree in Administrative Sciences.
-Experience:
-3 to 5 years of relevant experience. Experience in the Palestinian National Authority (PNA) in general or in the Ministry in particular is a plus.
-Strong organizational and administrative skills.
-Experience in using relevant computer programs including (MS Word, Excel, etc, and Power Point).
-Strong Communication skills in both Arabic and English (written and oral).
-Knowledge of spreadsheet and database packages, experience in handling of web based management system.
-Strong management coordination abilities in interacting with the Stakeholders and the Management teams within the Ministry.
-The ability to work under pressure within team work arrangements.
